Control Program Eligibility by User Type

Allow marketplaces to choose which user types are included in each program.

Many marketplaces have multiple user types, such as buyers and sellers. In some cases, a program should only apply to specific users. For example, a marketplace may want buyers to receive referral links and become affiliates, while sellers should be excluded from the program entirely.

This feature would allow program settings to define eligible user types, ensuring only selected users can access referral links, be created as affiliates, or participate in the program.
